Sector Reforms GIS CMMS Asset Management Transaction Advisory
Introduction

Transforming sectors as much as structures.

The performance of an infrastructure asset isn't measured by technical quality alone. It also depends on the institutions that manage it, the systems that steer it, and the strategic decisions that frame it. This is where AGC steps in as a consultant.

Drawing on three decades of hands-on presence in Central Africa's energy and infrastructure sectors, AGC supports public operators, governments and funders in institutional transformation, the modernisation of management tools, and the structuring of complex transactions — with the same rigour applied in the field.

Areas of intervention

Five specialised consulting disciplines.

01 · Sector Reforms
Institutional Support & Reforms

Diagnostics of sector entities, performance assessment, identification of barriers to private-sector participation and development of roadmaps for restructuring public operators. AGC has supported reforms in the electricity sectors of the DRC and Congo-Brazzaville.

02 · Geographic Information Systems
GIS & Technical Mapping

Implementation of geographic information systems for electricity and water network management. Computerised mapping of customers, assets and service areas. AGC has deployed GIS systems for electricity operators in the Republic of Congo.

03 · CMMS
Computerised Maintenance Management Systems

Design and deployment of CMMS systems for energy and water infrastructure operators. Structuring of preventive and corrective maintenance processes, local team training, reduction of downtime.

04 · Asset Management
Technical Asset Management

Inventory and valuation of technical assets, definition of multi-year investment plans, renewal strategies. AGC supports operators in the transition to rigorous asset management aligned with funder requirements.

05 · Transaction Advisory
Transaction Advisory & Due Diligence

Independent technical assessment in the context of transactions, asset divestitures or public-private partnership structures. Support in developing terms of reference and analysing bids for privately or jointly financed projects.

Our approach

Consulting from those who know the terrain.

Our consulting assignments aren't conducted from a distant office. They rest on 35 years of active presence in the DRC, Congo-Brazzaville and Rwanda, working alongside public operators, funders and governments.

This intimate knowledge of the institutional, financial and human realities of African sectors is what sets AGC's approach apart. We don't offer imported models — we build solutions that are adapted, applicable and lasting.

Every consulting assignment is carried out with the total independence that defines AGC: no allegiance to equipment suppliers, no conflict of interest, a single mandate — serving the client.

01
Local roots, international standards

Our recommendations take into account the real constraints of the African context while meeting the requirements of the World Bank, AfDB, KfW and AFD.

02
Continuity with project engineering

Consulting assignments integrate naturally with study and supervision phases — a consistency few firms can offer on a single project.

03
Skills transfer

Every assignment includes a local capacity-building component. The goal is not dependency, but the lasting empowerment of partner teams.

04
Guaranteed independence

AGC represents no contractor or supplier. Our sole mandate is that of the project owner or institution that engages us.
